Decarbonising GP Surgery Buildings: Your Route to Better EPC Ratings and Lower Energy Bills

NHS England has committed to reaching net zero carbon by 2040 for its direct emissions and by 2045 for its full supply chain. GP surgeries — which operate as independent contractors, not NHS employees — are not exempt from this agenda. NHSPS properties are being assessed against energy performance benchmarks. ICBs are beginning to factor EPC ratings into premises funding decisions. A GP surgery with an EPC of E or below is already at a disadvantage in funding applications.

Infection prevention and control in a GP surgery is not only about clinical procedures and PPE protocols — it is about the physical environment. CQC inspectors assess whether the building itself enables infection control: the position of wash hand basins in clinical rooms, the material and condition of clinical surfaces, the flooring junctions in consulting rooms, and the provision of clinical waste disposal within arm's reach. These are infrastructure questions, not policy questions.

A GP surgery that runs without a planned preventative maintenance programme does not save money — it defers costs until they become emergencies and creates CQC compliance gaps in the process. Every piece of statutory plant in a GP surgery — fire alarms, emergency lighting, boilers, HVAC, lifts, and electrical systems — has a mandated service interval that is legally required, not optional.
